Do not think a black Lolita find wide acceptance in Japan. Japan has a problem with xenophobia and Lolita are not socially accepted in Japan, of whatever race they are. Thus not only a large population, as well as the dress well, many do not lolita probably because you are abroad.

No. Their race does not matter, especially in the United States. I see African American lolitas all the time. However, I do not know what would happen if you are in Japan in Lolita. Make sure you exactly the way before the purchase or use, however. Some Lolitas not everyone can be very critical.
